The Agony and the Ecstasy of Community Advisory Groups:
This event explored the efficacy of community advisory groups, also known as community liaison groups and community reference groups then joined other IAP2 members and friends for an informal conversation on this somewhat vexed issue.

Consultation fatigue
The group recognised that fatigue exists for practitioners, communities and proponents particularly those with large programs that include a community engagement component. The challenge is to devise ways to keep all those who participate ‘fresh’ so that the very best is achieved from the engagement process. However it was agreed that fatigue is understandable, should be recognised and supported.

Engaging Communities - The Parramatta City Council Experience and Approach
At this event Parramatta Council hosted an evening for IAP2, where Councils General Manager and staff from the community engagement groups discussed a number of areas where council is engaging with the community to deliver better services to the Parramatta community.

Engaging with the Kings Cross Community
For our first event of the year and in this series, we heard from the Sydney City Council, the Wayside Chapel, the Medically Supervised Injecting Centre and the local Police command. All of them work with multiple groups and organisation sand individuals who make up this community.

Throughout our conversation, Steven will draw upon a number of case studies, offer a range of tips and techniques, and highlight what to do when things occasionally go wrong.

Many of us have run community consultation programs where the hardest part has been finding anyone to consult with. We dread the public meeting with more consulters than consultees, the silent information line, the questionnaires that no-one fills out and the pile of information sheets gathering dust in the local library.

The CFA and Community Engagement
Cliff Overton and Kay Hawkins of the Country Fire Authority hosted the evening and CFA staff gave a presentation on their corporate vision “We seek a State where communities partner with CFA to be safe, self-reliant and strong.” They also outlined their current suite of programs for engaging the community.

Community Engagement Consulting: Pitfalls and Tips of the Trade
Ruth Davies of Maunsell led an informal discussion based on her experiences of contracting with clients. We covered lessons for consultants, people employing consultants and for people acting as ‘internal consultants’ contacting with senior management.

Hosted by DVC, the April event included the launch of Twyford’s book “Beyond Public Meetings.” It was also a combined event with the Australian Facilitators Network and our discussion topic was: “Challenges in facilitating a community meeting of passionate and angry people”

Christine Gibbs gave an informal presentation on Melbourne Water’s community engagement activities at the Riverland Bar on the edge of the Yarra River at Fed Square.
New Zealand Events

Guest speaker Bruce Northey, General Counsel Auckland District Health Board.
Bruce lead an informal discussion and analysis around the recent High Court case of Diagnostic Medlab Ltd v Auckland District Health Board. The case concerned the process that the three greater Auckland DHBs followed in making their decision to award the contract for pathology services to a new provider, Lab Tests Auckland. Judge Asher J found that the consultation for this decision was inadequate, because the material provided was “bland” and failed to “indicate that significant change” to pathology services was being contemplated by the DHBs. Asher J also suggested that since Lab Tests Auckland’s proposed method for providing pathology services was significantly different to the proposal set out in the November 2005 consultation document, the DHBs had not consulted adequately. The DML case has significant implications for consultation practitioners in New Zealand. The case is one of only a few to have tested consultation requirements and practices in court, and provides some important precedents and useful guidance for practitioners on the requirements of adequate consultation in New Zealand.

Group Workshop
Anne Pattillo (of Pattillo) lead a group workshop discussing the development and first stage of consultation on the re development of the New Zealand Building Code. The project is one that will take over five years to be completed with several phases of consultation. The first phase was determining the community expectations for their homes, places or work and buildings. The second phase focused more on the input both from the public and key stakeholders in the building sector.
