IAP2 Australasia’s premier Core Values Awards recognise and encourage projects that are at the forefront of public participation. The awards were created to encourage excellence, quality and innovation in public participation. Embedding the IAP2 Core Values in organisations and projects that demonstrate leading practice is a key focus for the awards.
Organisation of the Year - Melbourne Water

Melbourne Water has embraced IAP2’s public participation core values.
In an organisation as broad as Melbourne Water (where 800 people provide water and sewage services to a community of 3.1 million and care for over 8400 kilometres of waterways) ensuring the community has a say in the decisions they make means embedding those core values into their thinking, their systems, their training, and in the documents Melbourne Water uses every day to plan and deliver services.
Melbourne Water’s efforts to actively practice public participation are driven by the policies and procedures that guide their activities, and are supported by a workplace culture which emphasises open and positive behaviour. However, it is their Stakeholder Engagement Strategy that drives how they engage, and details their intent to apply the IAP2 core values and Public Participation Spectrum to their approach. Building the capacity of stakeholder engagement advocates, leaders and decision makers within Melbourne Water is essential in promoting the practice of public participation as a fundamental value of the business.
One of the paths we’ve taken to embed public participation and create an organisation-wide approach to the way we work with our stakeholders has been to develop a one day IAP2 awareness course, specifically designed to introduce concepts, benefits and practice to our people.

The City of Boroondara Draft Activity Centres Strategy project
This project exemplifies how the IAP2 Core Values and a genuine commitment to community engagement can contribute to a more sustainable planning policy within a City Council.
City of Boroondara needed to address local planning issues, including how and where to accommodate growth in the City of Boroondara. The strategic planners produced an evidence based technical strategy. In keeping with the community engagement culture within Boroondara, it remained as a draft until the public had an opportunity to contribute. By taking an open partnership approach to the decision proposed in the Strategy, the Council was able to finalise a strategic document that had a balanced contribution from the technical and social factors associated with the identified issues.
Innovative practices undertaken by City of Boroondara included positioning the public participation team as independent but complementary to the planning decision process and introducing a community capacity building engagement process as a prelude to the formal planning scheme amendment process.
Council adopted the recommendations of the Draft Activity Centre Strategy subject to a schedule of changes developed as a consequence of public participation. This included the modification of the recommended heights and the remove of two Activity Centres due to public feedback. The public participation process was regarded as a success from all stakeholders.
